Thomas Jefferson, then the Secretary of State of the United States, issued the first official U.S. patent on July 31, 1790. Since then, the United States Patent Office, in its various incarnations, has issued millions of patents with a view to promoting “the Progress of Science and useful Arts”, in the words of the Constitution’s Article I, Section 8.
